Is the age of 12 the universal minimum for being able to get a ham licence? It would seem that different countries would have different age requirements.

From what I know, there are no age restrictions for getting a license for a ham radio operator. The only criteria is to pass the written test and become certified. Several young people have become certified and become operators easily.

Yes, in fact there have been cases of six year olds who have got certified and become ham radio operators, according to what I read on the web. The written test is not too tough and if you know the basics you can get certified easily.
